Using mock-scm-3.1-1.fc37.noarch plugin fails with:

ERROR: rpkg does not exist or cannot be executed due permissions.

"rpkg" is a default command specified in py/mockbuild/config.py. I think mock-scm package should run-require, or at least recommend "rpkg"

Thank you for the report.  Indeed, we should either Recommend
the rpkg package, or maybe even better migrate to more DistGit
versatile tool copr-distgit-client (and Recommend that).
