I haven't realized the "private" lib problem.  Because this used to be
done differently (even postgresql-server used to depend on the system-wide
libpq, not a custom libpq library that others can depend on, too).

So just finalizing the PG 15 rebuild here:

From now on, qt6-qtbase shouldn't need rebuilds for PG upgrades.
