Description of problem:
Attempting to use File::MimeInfo in an environment where the shared-mime-info
package is unavailable yields an error message:

"WARNING: You don't seem to have a mime-info database.
The shared-mime-info package is available from
http://freedesktop.org/wiki/Software_2fshared_2dmime_2dinfo"

Suggested:
Add an explicit requires: shared-mime-info to perl-File-MimeInfo.

Indeed, perl-MimeIinfo is useless without shared-mime-info!

Fixed in 0.13-3
