Description of problem:

The RPM package for rxvt-unicode-9.30-2 on EPEL7 repository is an invalid RPM file and when installed no binary of rxvt-unicode is created on the OS.

How reproducible:

Install rxvt-unicode binary from epel repository and no actual rxvt-unicode binary is installed

Steps to Reproduce:
1. yum install rxvt-unicode
2. or download the direct rpm at http://mirror.coastal.edu/epel/7/x86_64/Packages/r/rxvt-unicode-9.30-2.el7.x86_64.rpm

Actual results:

The rpm file does not contain files and the only content is the text description of the RPM:

Note that an empty rpm file is not invalid.
