This is a regression from Fedora 37 and earlier versions, the Fedora 38 reports, like bug #2180240, which claim to use libreport-2.17.8, notify me about each and every added attachment to the bug when the bug is created. It means, in the bug #2180240 case, I received 12 mails about a single new bug.

This does not work. The "Fixed in" says "libreport 2.17.9", the same version as identified at bug #2189901, still I received 13 mail messages, one for the "new bug" and the 12 for each attachment the libreport added. I'm reopening this.
