v0.3 of netconsd was cut today to address a security issue. We have updated builds for all Fedora and EPEL branches but need a freeze exception for F39.

Proposed as a Freeze Exception for 39-beta by Fedora user salimma using the blocker tracking app because:

 v0.3 of netconsd was cut today to address a security issue. We have updated builds for all Fedora and EPEL branches but need a freeze exception for F39.
