this problem is same as Bug#75570 but in Red Hat Linux 7.3

Steps to Reproduce:
1. add to /etc/sysconfig/network-scripts/ifcfg-eth0 HWADDR setting 
2. restart network service

	

Actual Results:  HWADDR setting in /etc/sysconfig/network-scripts/ifcfg-eth0 was
ignored

Expected Results:  MAC address of nework device is setting from HWADDR setting
in /etc/sysconfig/network-scripts/ifcfg-eth0
