Kurt, do you believe actionpack in EPEL-5 should be affected?  It's rubygem-actionpack-2.1.1-5.el5 and upstream explicitly list 3.x affected, and 2.3.5 - 2.3.14 as unaffected (but there's no mention of earlier 2.x versions).
