You're right. Maybe there was an INSTALL file at one time, but it's long gone. A few days ago I edited the README.cacti file, adding a "quick start" section to covery MySQL, and renaming it as "README.fedora" (in order to better match the Fedora conventions). http://pkgs.fedoraproject.org/cgit/cacti.git/commit/?id=7b883b2ad6395c5c2df94b3d8fee0d8bd3634abd This change is also in epel-testing as cacti-0.8.8a-5. I'm thinking of just removing the "docs/README" line altogether, because I can't find a simplistic explanation in the upstream docs. What do you think? This bug is fixed in cacti-0.8.8a-6, which I will push to Bodhi once cacti-0.8.8a-5 lands in stable. Please accept my apologies that I took a while to ship the fix for this.
