mktextfm needs /usr/bin/mf{-nowin} from texlive-metafont-bin:

/usr/bin//mktextfm: line 96: mf: command not found

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
