The package is missing the file, but the provides is there (and it's in the description. Not sure where it went wrong.

% rpm -ql texlive-oberdiek | grep iflua
% rpm -qi texlive-oberdiek | grep iflua
ifluatex: looks for LuaTeX regardless of its mode and provides
the switch \ifluatex; - ifpdf: provides the ifpdf switch; -
% rpm -q --provides texlive-oberdiek | grep iflua
tex(ifluatex.sty) = 2013

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
