Both patches, of bug 1183645 and 1183646, are not applicable to any of the ICU versions used in F20 (50.1.2), F21 (52.1) or F22 (54.1).

Maybe the patches could be massaged to apply when also adjusting the surroundings, but there's no guarantee the resulting code would work as intended or fix the bugs, if they actually exist in those versions.

Btw, what version of ICU is embedded in the JDK the patches are based on?

Upstream commit, which applies all but one check:

Sadly, upstream tickets mentioned in the commit are non-public so we don't have a good way of keeping track of the progress of the remaining change.
