It would be helpful to have a utility that can read in repodata XML and write out the corresponding sqlite files.  This would be used for repos where the XML was generated without the sqlite and we want to add the sqlite after the fact.

Please include the --local-sqlite option to generate the files in /tmp and then move them at the end.

Package createrepo_c-0.8.2-1.fc22:
* should fix your issue,
* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing createrepo_c-0.8.2-1.fc22'
as soon as you are able to.
