Description of problem:
We, owners of the https://fedoraproject.org/wiki/Changes/Default_Local_DNS_Resolver agreed, that it would be good idea to set the maximum negative cache TTL in Fedora to a small value.

The intent is to prevent situations where the users are not able to resolve domain names due to some possible issues. The small value should be used in the early stages (1-2 releases).

The setting will be set by the dnssec-trigger, rather than in the default Unbound configuration.
