raises

ValueError: invalid enum value: 648

I am seeing it on F23Alpha (in installer) but also on F20.

The code uses old libnm-util/libnm-glib libraries that didn't mark flags types as flags, which resulted with these types being "enumeration" instead of "bitfield".
I have fixed it upstream now:

Anyway, you are encouraged to use a new libnm library that treats the flags properly. The example would be:
