There is a scoreboard regression in 2.4.20.  2.4.21 test tarball was produced yesterday, I'll get that pushed once it's GA.

Could be due to my configuration (even thought I am not using anything particularly interesting), but on my F24 machine I had to comment out:

#LoadModule proxy_hcheck_module modules/mod_proxy_hcheck.so

in /etc/httpd/conf.modules.d/00-proxy.conf. Otherwise, I would get

This still fails with httpd-2.4.23-2.fc24.
