Description of problem:
NetworkManager in MATE desktop environment does not offer openvpn.
If there is an existing connection defined already, it cannot be edited. While opening vpn settings, I get following message:
could not find vpn plugin for 'org.freedesktop.NetworkManager.openvpn'

This happens in MATE desktop environment. Editing in gnome shell is ok.

Version-Release number of selected component (if applicable):
$ rpm -q NetworkManager
NetworkManager-1.4.0-3.el7.x86_64
$ rpm -qa | grep -i openvpn
NetworkManager-openvpn-1.0.8-1.el7.x86_64
NetworkManager-openvpn-gnome-1.0.8-1.el7.x86_64
openvpn-2.3.11-1.el7.x86_64

How reproducible:
100%

Steps to Reproduce:
A.
1. open network connections
2. choose add
3. check that openvpn is listed

B.
1. in gnome shell add openvpn connection
2. login to MATE
3. open network connections
4. select created openvpn connection
5. click edit

Actual results:
A. openvpn is not listed
B. error could not find vpn plugin for 'org.freedesktop.NetworkManager.openvpn' appears

Expected results:
A. openvpn is listed
B. edit dialog appears

Additional info:
I am running RHEL-7.3

I am experiencing the same issue here. Just rebuilding the old package,
thus NetworkManager-openvpn-1.0.8-1.el7, didn't change anything. However
simply rebuilding NetworkManager-openvpn-1.2.6-1.fc26 for RHEL 7 did the
trick and editing works now using MATE.

Jon, can you please share your thoughts about rebasing the package in
EPEL 7 simply?
