Description of problem:
Package nordugrid-arc fails to build from source in Fedora Rawhide.

/usr/include/openssl/asn1_mac.h:10:2: error: #error "This file is obsolete; please update your software."

Proxycertinfo.cpp:18:3: error: 'ASN1_CTX' was not declared in this scope

Proxycertinfo.cpp:22:37: error: expected primary-expression before ')' token

Proxycertinfo.cpp:155:34: error: expected primary-expression before '*' token

Proxycertinfo.cpp:421:27: error: label 'err' used but not defined

../../../../include/arc/credential/../../../src/hed/libs/credential/VOMSAttribute.h:257:4: error: expected constructor, destructor, or type conversion before 'struct'

CertUtil.cpp:71:14: error: invalid use of incomplete type 'X509_STORE_CTX {aka struct x509_store_ctx_st}'

This is caused by upgrading openssl from 1:1.0.2j-1.fc26 to 1:1.1.0b-1.fc26.
