Description of problem:
I tried to upgrade texlive from the F24 version to F25.  After the upgrade, I realised a lot of the packages still remained in their F24 versions.  After some investigation, I realised that the EVR of (at least some of) these packages were higher in F24 than in F25.  This violates the versioning guidelines (https://fedoraproject.org/wiki/Packaging:Versioning) I believe.

texlive-2016-17.20160520.fc25

How reproducible:
Every time

Steps to Reproduce:
1. Enable F25 repositories on an F24 
2. dnf upgrade texlive\*

Actual results:
Some of the texlive packages still remained in F24 version.

Expected results:
All texlive packages upgraded.

Additional info:
To give an example, texlive-concrete has EVR 5:svn15878.0-24.fc24.1 in F24 and 5:svn15878.0-17.fc25.1 in F25.

I knew there was a reason we bump epoch. Bumping it and rebuilding.
