This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

for rawhide (f28).

$ koji wait-repo rawhide --build=libircclient-1.8-10.fc28
Successfully waited 4:01 for libircclient-1.8-10.fc28 to appear in the rawhide repo
