It seems this is due crashing elinks/js on aarch64 (bug #1425004), which is called from docbook2txt in the newt build.

At least for now, I added a build requirement on lynx in order to avoid this crash. The order of preference in docbook2txt seems to be lynx, links, and w3m anyway.
