OpenSSL is the wrong component for this bug, but the package I am tracking is not (yet) in Fedora. I figured you would want to know about (and maybe help with fixing?) projects that don't build with OpenSSL 1.1.0. 

The fedora DotNet SIG is trying to package .NET Core and include it in Fedora. We currently have packages on COPR because they do not meet the packaging standards: https://copr.fedorainfracloud.org/coprs/nmilosev/dotnet-clean/build/516123/. We hope to get them included into Fedora as soon as we can convince upstream to fix some of their unsuitable-for-fedora build requirements.

.NET Core is currently very tied to openssl 1.0.0 API. It fails to build on Fedora 26 if not using compat-openssl10-devel.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.
