LAME has just been added to Fedora 25 and newer (still in updates-testing with buildroot override in place).  audacity should be able to benefit therefrom by adding BuildRequires: lame-devel and configuring --with-lame=system.

I have not finished completely the  audacity-freeworld [1] but change %bcond_without ffmpeg to %bcond_with ffmpeg should feet in Fedora

along with https://bugzilla.redhat.com/show_bug.cgi?id=1508862 

it builds in F27+ but not in F26 because we haven't twolame there ...

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

Audacity 2.3.0 build includes Sergio's BuildRequires mods to enable mp3 support with lame and twolame.

Also, removed conditional for mp3 so that it always builds with this support enabled.
