Description of problem:
For whatever reason, recent builds of squid are not available in F26, so an upgrade to this version of Fedora would downgrade squid to 4.0.11.

Version-Release number of selected component (if applicable):
squid-4.0.11-1.fc25.x86_64.rpm

How reproducible:
Always.

Steps to Reproduce:
1. Updrade F25 to F26.
2. See squid going backwards.

Actual results:
Squid downgraded.

Expected results:
Squid should be upgraded to 4.0.20.

Additional info:
Two most recent builds of squid for F26 failed in koji.
