Description of problem:

I have a pacemaker cluster running a systemd resource

MQTT	(systemd:mosquitto)

The resource is running (checked with systemctl), but it appears as FAILED

FAILED hostname (blocked)

Failed Actions:
* MQTT_stop_0 on hostname 'unknown error' (1): call=21, status=complete, exitreason='',
    last-rc-change='Tue Jan 30 12:40:44 2018', queued=0ms, exec=25001ms



I get AVC messages like this:

With selinux in permissive mode, the service appears as started.
