Description of problem:
SELinux is preventing (ostnamed) from 'mounton' accesses on the file /run/systemd/unit-root/proc/kcore.

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -X 300 -i my-ostnamed.pp

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
