rubygem-xmlparser failed to build from source in Fedora rawhide

For details on the mass rebuild see:
Please fix rubygem-xmlparser at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
rubygem-xmlparser will be orphaned. Before branching of Fedora 30,
rubygem-xmlparser will be retired, if it still fails to build.

file root.log too big, will only attach last 32768 bytes

This looks a bit odd. From the logs it seems as if expad.h has not been found. 

Looking at the root.log on koji it seems as if an old version of expad has been installed:

DEBUG   elfutils-libs                x86_64  0.173-2.fc29                 build  280 k
DEBUG   expat                        x86_64  2.2.5-3.fc28                 build  109 k
DEBUG   fedora-gpg-keys              noarch  29-0.5                       build   95 k

while there is a new version available for fc29 now it seems. Have you tried to rebuild with the fc29 build of expad/expad-devel ?

There has been at least one successfull build after mass rebuild.
