Description of problem:
SELinux is preventing ebtables from 'getopt' accesses on the rawip_socket Unknown.

If you believe that ebtables should be allowed getopt access on the Unknown rawip_socket by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -X 300 -i my-ebtables.pp

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
