In order to improve usability of packages in Fedora, project Man Page Scan was created and its task is to provide consistency of man pages (and documentation in general). The results are now available for package maintainers to fix documentation issues.

If you need to re-run the check yourself, here is the simple process of man page check:

1. Download man-page-day from:

    https://pagure.io/ManualPageScan/blob/master/f/man-page-day.sh

2. Run the script:
    $ ./man-page-day.sh time

This change breaks as man-pages package also ship this file:

 Transaction check error:
  file /usr/share/man/man1/time.1.gz from install of man-pages-4.16-3.fc29.noarch conflicts with file from package time-1.9-4.fc29.x86_64

You are right. man-pages maintainer, do you want to keep the page in man-pages, or move it into time package?

I removed the manual page from time package. nforro, the question is still valid.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

nforro told me out-of-band that he does not want to move the page from man-pages to time package.
