Description of problem:

Can't install both 32-bit abd 64-bit version of qt5-qtwebengine

Steps to Reproduce:
1. dnf install qt5-qtwebengine.i686 qt5-qtwebengine.x86_64

Actual results:

Running transaction check
Transaction check succeeded.
Running transaction test
The downloaded packages were saved in cache until the next successful transaction.
You can remove cached packages by executing 'dnf clean packages'.
Error: Transaction check error:
  file /usr/share/qt5/resources/qtwebengine_devtools_resources.pak conflicts between attempted installs of qt5-qtwebengine-5.11.3-1.fc29.i686 and qt5-qtwebengine-5.11.3-1.fc29.x86_64

"Since devtools is mainly a development tool, I agree that separating the devtools_resources in a separate .pak file makes sense."

We could consider at least moving it to -devel, so runtime packages are at least installable.

Sorry, but that is a bad idea. The devtools are for web developers, the -devel package is for C++ developers.
