Description of problem:
Gnome cannot save settings in Keyboard section about Input source for all\same windows.

How reproducible:
Always

Steps to Reproduce:
1. Open GNOME Settings -> Region & Language -> Input Sources.
2. Try to change Input sources in the right button to the second option.
3. Close Settings window, open again and see that again first option is selected.

Actual results:
Settings reset every time.

Expected results:
Settings will save my decision.

I have the same issue on Fedora 30. Tested in VM as well and can reproduce this.
