Description of problem:

The 3.1 stream of the openmpi module has broken dependencies and cannot be installed. This is true for default and buildroot profiles.

Steps to Reproduce:
1. dnf module install openmpi:3.1

Additional info for default:

Problem: conflicting requests
- nothing provides libhwloc.so.5()(64bit) needed by openmpi-3.1.4-1.module_f31+4108+45aa4c16.x86_64
- nothing provides libtorque.so.2()(64bit) needed by openmpi-3.1.4-1.module_f31+4108+45aa4c16.x86_64

For buildroot:
Problem: conflicting requests
- nothing provides libhwloc.so.5()(64bit) needed by openmpi-devel-3.1.4-1.module_f31+4108+45aa4c16.x86_64

Same holds true for the 4.0 stream.
