Description of problem:
Tabs cannot be moved within the window with the mouse. They can, however, be moved by right-clicking the tab and selecting where to move it from the menu options.

firefox-70.0-1.fc31.src.rpm

How reproducible:
Always

Steps to Reproduce:
1. Start Firefox (Wayland, default in F31)
2. Open a few tabs and try to move them

Actual results:
Tabs don't ever move, they stay in place.

Expected results:
Tabs should move by dragging them.

Additional info:
Wayland session, Firefox came installed with F31. Fresh install.
