python3-github3py-1.0.0-0.13a4.fc32.noarch fails to install in Fedora rawhide:

  nothing provides python3.8dist(uritemplate.py) >= 0.2 needed by python3-github3py-1.0.0-0.13a4.fc32.noarch

This solves the "fails to install" issue.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
