Description of problem:
Package jruby fails to build from source in Fedora rawhide.

No package found for: mvn(org.codehaus.mojo:properties-maven-plugin)
No package found for: mvn(org.osgi:org.osgi.core)

Version-Release number of selected component (if applicable):
1.7.22-10.fc32

Steps to Reproduce:
koji build --scratch f32 jruby-1.7.22-10.fc32.src.rpm

jruby also BRs mvn(org.codehaus.mojo:buildnumber-maven-plugin) and buildnumber-maven-plugin is orphaned for 4 weeks.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
