Description of problem:
dnf upgrade fails due to new version of libyang conflicting with requirements for installed version of frr

Version-Release number of selected component (if applicable):
The following dnf output shows all version numbers:
 Problem: package frr-7.1-4.fc31.x86_64 requires libyang.so.0.16()(64bit), but none of the providers can be installed
  - cannot install both libyang-1.0.101-1.fc31.x86_64 and libyang-0.16.105-2.fc31.x86_64
  - cannot install both libyang-0.16.105-2.fc31.x86_64 and libyang-1.0.101-1.fc31.x86_64
  - cannot install the best update candidate for package libyang-0.16.105-2.fc31.x86_64
  - cannot install the best update candidate for package frr-7.1-4.fc31.x86_64

Working on this. I was going to update frr to 7.2 but I have hit a couple of problems with selinux and startup. Once I figure them out, I will rebuild frr with the latest version.
