This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.

I've retired the package from master since it was only used by sway, but then sway moved to wlroots. The development of wlc stopped in 2018 and there is no reason to maintain it any further.
