Description of problem:

There are existing capnproto rpms for EPEL7, but none for EPEL8.  We have been working on getting rr (rr-project.org) packaged for Fedora.  The rr has rpms built for Fedora 32 and Rawhide.  However, rr requires capnproto to build.  The rr rpms can be built on rhel7 using the EPEL7 capnproto rpms, but it can't be currently built for RHEL8 because of the missing capnproto rpms. Please generate EPEL8 version of capnproto rpms.
