This problem was caused by an issue with the drupal7-rpmbuild pkg and auto-provides in F32+ [1].  This issue has been fixed in drupal7-rpmbuild-7.70-2 [1][2][3][4][5].  All drupal7-* pkgs that rely on the drupal7-rpmbuild pkg have been rebuilt (search Koji and Bodhi) and an update has been submited for F32 [5].
