xastir-2.1.4-6.fc33 fails to build in Fedora 33 because db4-devel dependency was removed from Fedora. Packages should migrate to libdb.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.

db4 is now replaced by libdb4: https://src.fedoraproject.org/rpms/db4/blob/master/f/dead.package
libdb4 is Obsoleted by libdb: https://src.fedoraproject.org/rpms/libdb4/blob/master/f/dead.package

I've switched to libdb here: https://src.fedoraproject.org/rpms/xastir/pull-request/2
Could you take a look?
