qatengine is ExclusiveArch to x86_64 and does not build on i686, armv7hl, aarch64, ppc64le and s390x.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.

Per the aarch64 tracker should not be used anymore. Also, adding FutureFeature to keep this pinned to Rawhide.
