On shotdown plymouth turns off and then turns on again but blocked , demonstration video attached.
This does not happen with text shotdown (pressing esc)

Thank you for your bugreport. I can reproduce this and I've figured out what us causing this.

Although this is triggered by a kernel-change, this is best fixed inside plymouth, because this is related to a plymouth hack which is causing other issues too.

I'm working on a fix for this now.

As you can see I've a fix ready for this. ATM I've only build this for Fedora 34 (and rawhide) because the fix is non trivial. Fedora 34 will enter its final freeze soon and it will see a lot of testing after that, so I'm waiting a bit with a Fedora 33 update for this, to see how things go in Fedora 34 (I expect everything to be fine, but you never know).

If you want you can try installing the Fedora 34 packages on top of Fedora 33 manually, once the "Fedora Update System" posts a message that these have been pushed to updates-testing you can install these on Fedora 33 by doing:

sudo dnf --releasever=34 --enablerepo=updates-testing 'plymouth*'

Note this will also update your glibc to the Fedora 34 glibc because the F34 build needs some symbols from the Fedora 34 glibc, this should work fine, but remember always make sure your backups are in order.
