 - Please remove the executable bits of:

rust-configparser-devel.noarch: W: spurious-executable-perm /usr/share/doc/rust-configparser-devel/CHANGELOG.md
rust-configparser-devel.noarch: W: spurious-executable-perm /usr/share/doc/rust-configparser-devel/README.md

in %prep and send a patch upstream.

 - Builds in mock
 - Conforms to Packaging Guidelines

Package approved. Please fix the aforementioned issue before import.

I've updated to 2.0.1 and added "chmod -x" ahead of importing.

The issue with executable bits (and file mtimes of unix epoch 0 ???) has already been reported upstream:
https://github.com/QEDK/configparser-rs/issues/15

Looks like the crate author has weird problems with their machine and / or publishing workflow.
