Description of problem:

The `RRScreenChangeNotify` event should be raised whenever the screen configuration of the system changes. This works as expected using GNOME with Xorg on Fedora 34. However, when using Wayland instead the event is never raised.

How reproducible: Always. 

Steps to Reproduce:
1. Run `xev -event randr` in a shell. 
2. Open Gnome Settings Panel > Displays and change the display arrangement. 

Actual results:

No RRScreenChangeNotify event is emitted. 

Expected results:

An RRScreenChangeNotify event to be emitted, as it is when using Xorg.

I do get RRScreenChangeNotify events from Xwayland.

What kind of display arrangement changes have you tried specifically?

I have 3 monitors, and expect it to be raised when I change the position of a monitor and press “Apply”.

Found some cases where no events would be sent, should fix it.
