Endi has previously attempted to retire pki-core, which has been replaced by dogtag-pki. A releng ticket has been raised to fix the failed retirement for F36:

I am assuming that once the package is retired then the RPM for F34 will no longer be in the stable repo and this bug will be resolved, but I don't know for certain. If this bug survives the retirement of pki-core then we probably need to include something in dogtag-pki.spec that obsoletes pki-core (do we need this anyway?)

It is not technically possible to retire packages from stable releases. Packages can however be obsoleted even in there, albeit I'd consider that against the Fedora Update policy.

Fedora will stop maintaining and issuing updates for Fedora Linux 34 on 2022-06-07.
It is Fedora's policy to close all bug reports from releases that are no longer

Fedora Linux 34 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release.
