I have no idea idea how to fix it. Rebuild didn't help.

E.g. for the scipy:
nanovna-saver-0.3.10-2.fc36:
DEBUG util.py:446:   python3-scipy             ppc64le 1.7.3-1.fc36                     build  17 M

I.e. it was built with the 1.7.3, so no idea why is there python3.10dist(scipy) = 1.7.1, similarly for other deps.

hmm, probably install_requires from the nanovna-saver setup.cfg:
install_requires=
    pyserial==3.5
    PyQt5==5.15.4
    numpy==1.21.1
    scipy==1.7.1
    cython==0.29.24
