Description of problem:

I ran sudo dnf offline-upgrade download with updates-testing enabled in a Fedora 36 KDE Plasma installation. I have the GNOME desktop group installed. I have mediawriter installed which requires Qt 6. dnf errors indicated that qgnomeplatform-qt6-0.8.4-8.fc36.x86_64 requires qt6-qtbase(x86-64) = 6.2.3, but none of the providers can be installed from the qt6-qtbase-6.3.0-1.fc36.x86_64 update https://bodhi.fedoraproject.org/updates/FEDORA-2022-771b3f472d

Problem 1: package qgnomeplatform-qt6-0.8.4-8.fc36.x86_64 requires qt6-qtbase(x86-64) = 6.2.3, but none of the providers can be installed
  - cannot install both qt6-qtbase-6.3.0-1.fc36.x86_64 and qt6-qtbase-6.2.3-2.fc36.x86_64
  - cannot install the best update candidate for package qt6-qtbase-6.2.3-2.fc36.x86_64
  - cannot install the best update candidate for package qgnomeplatform-qt6-0.8.4-8.fc36.x86_64

Expected results:
No errors would happen.
