The xen tools (xe-guest-utilities-latest) is missing in epel 9 repositories.

Indeed, build for EPEL 9 is failing due to a missing golang package:

DEBUG util.py:443:  No matching package to install: 'golang(golang.org/x/sys/unix)'
DEBUG util.py:445:  Package make-1:4.3-7.el9.x86_64 is already installed.
DEBUG util.py:443:  Not all dependencies satisfied
DEBUG util.py:443:  Error: Some packages could not be found.
DEBUG util.py:596:  Child return code was: 1

Golang, in turn, is not in the EPEL 9 list:

BuildError: package golang not in list for tag epel9-testing-candidate

Should this be reported as a golang issue?
