Description of problem:
The Download button in the Updates tab of Software disappears for one second when pressing it, displaying the loading bar, then going back to displaying the Download button. Normally, Software auto-downloads the updates but only asks me to install them.

gnome-software-43.0-2.fc37

How reproducible:
Always

Steps to Reproduce:
1. Open GNOME Software on Fedora Silverblue 37
2. Navigate to tab Updates
3. Press Download button

Actual results:
No GUI updates for Fedora Silverblue 37 :/

Expected results:
I only expect a button for Install. Secondly, pressing Download should download the updates.

Bug is already reported to https://github.com/fedora-silverblue/issue-tracker/issues/358 and has patchfix targeting GNOME 43.1 release: https://gitlab.gnome.org/GNOME/gnome-software/-/merge_requests/1502

Proposed as a Blocker and Freeze Exception for 37-final by Fedora user shdwchn10 using the blocker tracking app because:

 Fedora 37 Final Release Criteria 2.6.9. "Installing, removing and updating software":

The default graphical package manager for a given software type must appropriately:
 - Install, remove and update software ← Impossible to upgrade rpm-ostree system with GNOME Software due to this bug
