Description of problem:
mock-core-configs 36.13 in epel7 cannot be installed, it requires distribution-gpg-keys >= 1.77, which does not exist in epel7.

Steps to Reproduce:
1. yum install mock-core-configs

Actual results:
Error: Package: mock-core-configs-36.13-1.el7.noarch (epel)
           Requires: distribution-gpg-keys >= 1.77
           Available: distribution-gpg-keys-1.75-1.el7.noarch (epel)
               distribution-gpg-keys = 1.75-1.el7

Expected results:
successful installation

Seems like we forgot to ship distribution-gpg-keys into EL7.  Thank you for the report.

Something odd happened along the way, because our internal mirror shows distribution-gpg-keys-1.76 showing up around 2022-08-20 and distribution-gpg-keys-1.77 showing up around 2022-09-05. Unfortunately, I don't have an indication of when these packages were no longer present in repodata.
